Looks like the major is trying to play fair, within the boundaries of his restrictions.

Though I still can't see what Protagistan hopes to gain. In a very short period of time Nea is going to be in the same room as four soldiers with super-science weapons and armour, with a starship on station to provide orbital fire support. Once that happens Protagistan has zero control and zero leverage.

It feels like they're giving up everything for a chance to talk to the aliens. Which seems sily when their real goal should be 'make sure the aliens keep talking to us'. Given the aliens could easily choose to just pack up and leave, and decide to talk to someone else who didn't kill 15 of their people - Protagistan's best chance of achieving that is active cooperation with Iskara and the nations she represents.

They really need all the nations of Earth to stand with Protagistan and agree that "Yeah, this was your fault. From start to finish this was down to Pilot and Operator error." Given those other nations could very easily take the opposing view "Unfortunately Russia and their client states have done this kind of thing before, and they always lie about it. We fully condemn their actions. In fact we think sanctions might be appropiet..."

Protagistan seems to be gambling that Zane et all won't find that latter statement convincing or convenient. And doing so on not a lot of evidence...

Which is presumably why the Major is doing his best to throw a spanner in the works.

Raharr's version of a salute is generally performed with closed eyes, available free pair of hands raised to the shoulder level, and the right hand gripping the left fist, with the index finger pointing up. Its symbolic meaning is "Be your flame burning forever and brightly".

(Would the "index finger" on a three-fingered hand be the middle one, or ... ? )

Wow. Looks like the Major really isn't too supportive of the General's actions. Big hint he's giving to Iskra there, although I'd be highly surprised if she can get access to the General while he's with the Raharr delegation when she can't even follow.

I'm not sure that it was a smart move to explicitly reference "national security" matters in front of her. Since, according to the Wiki, only the original homeworlds even have independent nations anymore, many Alliance people might see it as a huge red flag when they suddenly get such prominent mention.

Well the Raharr did know its a planet with 150+ languages and thus independent nations so the politics and bickering can hardly be a surprise but maybe the security team (including Nea) has not been informed of that and why should they? They where there to guard Gharr´s shapely tail, not mingle with the locals outside shooting their a**es if they got funny ideas

But yes, maybe the hidden undercurrents planetside has now only been realized by Nea.

And if different factions internally in Protagistan and nations externally start making assumptions and demands , thing can still get nasty.

Also why does all Raharr in one room and Bahin apparently not going to be there seem suspect ?

TBH, homeworlds have nations because they've had thousands of years of history to form them. Most colonies grow out from a single settlement, two or three tops, so they just didn't have enough time to nation-splinter, especially considering that post-information revolution societies tend to work essentially in reverse - homogenizing instead of diversifying.

With five or six Raharrs against somewhere between zero and three humans (the latter assuming that the major, the armed soldier, and general Bahin will join the delegation in the meeting room) with between zero and one firearm, the "stun setting" on their military training ought to be sufficient ...
