First time we see the man behind the commander, and he's 10 years older in one day. And the ordeal isn't over yet.
Now I think about, Zane really needs to talk to an expert... and with a friend.
And despite the complicated situation between them, Gharr remains the two.
And certainly the one candidate most immediately available to him right now.
Maybe also the last chance to properly debrief Gharr (and learn about the role of a certain bunch of civilians) ...
(Considering that it was shown that Iskra could not understand word one exchanged between Zane and Nea, I'd be interested what outrageously misguided conclusions the various Earthling factions did draw from Zane's polite discussion with Gharr, too.)
What will be the tone of his speech? Will he mention how scarce it is to find civilizations this far advanced (and try to down-play the rival governments and international tensions?)

Due to Terran politics! No, I hope not.
Considering the Alliance consist of several Alien species, there is simply no room for homeworld division politics. Since Terra has more nations than any other Alliance home-planets (maybe even all combined ? ) He will insist we get our collective S*** together and speak with one voice only, through maybe UN or its successor which still has not been set up.
It might pay to liven things up by telling them to get it together or next time they might get a general order 24. ( see star trek general orders.)
I guess that that will depend largely on who he'll have a talk with. If other commenters are right about a time skip having happened before this page, it might be an audience more international than Protagonistan plus Iskra's team - but frankly, I'm not convinced of that. And gen. Bahin and his head(strong)-of-state are all too aware what a rare opportunity they have here ...
And he has to put up with couches not designed for those with tails.
Gonna be awkward sitting at that desk while he prepares for tomorrow.
...They really need to crack that FTL comms tech.
This touching scene aside, it hints at a lot of "going-on" between Zane´s first Terran meeting at page 216 to page 240 so maybe the timeframe between events is longer than we think ? Not days but weeks maybe....
I also wonder what the local wildlife thought of Quantum the first time he projected right into the room.
Indeed. I wonder why they didn't keep the non-audio channel disabled for the time being; Quantum may present as a Raharr right now, but not convincingly enough to avoid the natives getting suspicions. (I assume that Quantum's speech synthesis is good enough to not telegraph the same, even though his speech bubbles use a way different graphical style in the comic ... but not as off kilter as with that insectoid captain ...)
