Bit late to the party, but...

good place to park a listening station as the moon keeps same side to earth.

Well this seems like an odd place to start.
The rover looks like Raharr/Alliance tech so I presume its the Alliance scouting it, although I'm not sure why they would. Best guess would be some hope of finding further evidence of the Ghosts. Alternatively its just something for other crew and specialists in the fleet to do while in orbit of Earth.
Its also possible we're looking at a time skip as tends to happen between the chapters. We might well be several years in the future and this could be a human rover built with lessons learned from the Alliance, but I suspect its fully Raharr.
A time skip of several years is very unlikly since the first volume is about First Contact and the reveal of the Alliance to the Humanity. Not even sure we are such time skip durring the entire series. Damn, the public annoncement is probably the most anticipated event to come, and we will miss the most fun part?
I agree that it a surprising place to start, but we have too few information to make any asumptions, even the most simple seems odd to me.
The skips have usually been days or weeks, years or such would certainly be unusual but possibly not for a finale/epilogue type chapter.
I agree the Alliance announcement is the most anticipated event but I realised they'd already sort of announced themselves to the U.N. in the meeting last chapter, then flown all the way back to the Dawn with Gharr to sentence him and had a shuttle bring him back to Earth. I figured the U.N. appearance might well be the announcement and the leaders would be left to spread the news to their various nations rather than let the Raharr show up in orbit and make a grand entry that could terrify people.
To a good extend, this chapter will probably be more about winding down and closing everything off. Earth all coming to know about aliens and the Alliance, establishment of an Alliance post on agreed neutral territory, Gharr living on Earth and his Scooby Gang of friends working out where to go from here (maybe Dan getting back in contact with his brother) together with some sort of closure or setup for more investigation into the Ghost's current or previous presence on Earth.
Other than that, I think Darth is hinting that we could both be somewhat right, that the cover splash might be in the future but the comic chapter isn't going to start in that same future.
