Critical failure on the part of the Protagonistan. Is way too obvious.
There are so many more diplomatically polite ways to avoid being left on the sidelines, and by invoking the "impartiality" clause that the Alliance wants to maintain toward the humans.
I hope Zane is up to the challenge of human politicians. Don't be a pushover, Zane!
They're jockeying for position a bit but it really does seem pretty low key to assist with some detailed analysis of the moon's surface to help them locate a suitable site for construction that Earth itself would conduct in the future.
They're talking about bringing humanity up to a minimal standard tech level for Alliance interaction in only 30 years so that will probably involve easy access to the moon and establishment of a base there in the near future anyway.
Protagistan is making sure the information is shared amongst more than China.

"To learn what we'll be doing up there!"

NASA, ESA, JAXA (and Roscosmos) will probably be splitting time between using Alliance supplied equipment to explore and map, and testing their own equipment and ideas. Because they don't want to develop technical dependence. Throwing a grab bag of Protagistanian scientists or engineers into that situation might not be the most productive or popular action they could take. Either for the antion, or the poor scientists picked to go.
Aaand it begins. The local Pond has just turned into an ocean and they still think local squabble scale.
