Wow. This almost feels like Zane having a dig at Earth's request by sticking to the letter of letting them use Alliance sensors to find a suitable location to setup a base... and not providing any assistance to transport the members to their ship for that analysis or even equipment to construct the base.
Then again, its the entire Dawn headed for the moon as opposed to just a transport shuttle or one of the smaller ships, so maybe they are assisting much more.

That last shot of the Dawn herself pointed at the moon and burning engine's in it's direction.
I'm guessing by your comment that the last frame is just for illistrative purposes. Maybe the Dawn returning to a higher geostationary orbit after the pickup, but not on its way to orbit the moon.
Thatt's not the Dawn in the last panel. The most prominent feature of the Dawn is the rotating cylinder habitat. Also, it has a more impressive number of
exhaust pipesthrusters than shown here.Dawn is 5 km long. So either this Soyuz is 300 meters long and dispatched a team of giants, or it isn't Dawn.
Apparently Roskosmos is well prepared to make an impressive entry into the galactic society.
My mistake. I looked back to see if this ship had been among the support ships and, not finding it, figured it was a redesign of the Dawn and the Soyuz shots just had it in very close proximity to hide the size difference.
Since a supporting military vessel was able to fit within the Dawn I'm guessing this is another vessel that has remained docked within the Dawn until now.
Hmm, that pretty neat to do the thing like that. Okay, Zane wad said so "We will help you, but you still need to do a effort if you want to," but this has more impact to see it.
In addition, atmospheric exit and orbit insertion is certainly the most difficult part of a space journey, so it's symbolically relevant.
Still, the Raharr could have ferried them up from planetside just as easy and nonchalant as we can drive down to the corner-shop for a packet of fags.
But the natives need to keep a sense of independence, I understand that.
It just has a feeling like Daddy has removed the training wheelies from the kiddie bike and are standing 5 meters away going "Come on dear, you can do it....come to daddy"....

Hmmm ... If I remember correctly, Gharr was specifically exiled to the planet ... But on the flip side, they call it an International Lunar Base here, not the (far?-)future rendezvous point for meetups with the Alliance ...
The fleet's obviously not impressed with our space suits, though. They're herding them in through the big airlock.
That spacecraft looks like Soyuz, but those have Crew of max. 3. Did the UN launch 2?

There goes my theory of 6 midgets crammed 2 at a time into one suit then.
Hm. Maybe if the Alliance can loan them three special suits ...

A minor point, but doesn't the Soyuz hatch open inwards?
... yeeeaaaahhh you can actually see the proper "transfer hatch", complete with the docking mechanism sitting atop it (and getting into the way of opening it inward unless someone removes it beforehand), in panel 2. And what we see in panel 5 is not one of the manipulator arm's magnetic/sticky/magic pads, as it looks different. Could still be a part of the arm, though. The subwoofer, maybe? We do have what looks like comic-style "soundwaves" around the astro-/kosmonaut in front of it, after all.
