And also separated him from lots of survival equipment, some of which he may need. And failed to get him professional medical attention, which for all they know he may also need. But you know, details details... :P

They concluded (probably correctly) that exposure was more dangerous to this guy than medical incompetence. He doesn't appear to be horrendously injured, but they literally just saw the government shoot down his craft, and they don't even have the context to realize that wasn't done with informed malice. Besides, in this case a trained professional would probably be worth a lot less since they'd have dangerous bad habits and their knowledge beyond basics would likely be worse than useless.
