This page raises the question: if the Azinarsi live so fast that any star travel will completely disconnect them from home, is there a single Azinarsi empire at all? Or are they now three entirely separate cybercosms, connected only by their origin and tech level, which just traditionally all call themselves the same thing when interacting with meat-glaciers?

I think it's way more complicated than simple meatbag governments. Not all azinarsi even have matching neural structures, and any known form of government would be useless at best in the cyberspace, where even time is indeed subjective. It's post-singularity for a reason.

So far there hasn't been a single instance of a massive interstellar war. Due to the vastness of space, there's no territorial or economic gain from it. The presence of armed spaceships is still warranted for keeping space travel safe and for peacekeeping or policing missions since unexpected events or rogue states can still happen and might require force as a solution.
