Hmm, interesting. There is something going on with the commander. This one is not investigated but has acted in the past when needed. Unnoticed, because who notices the wallpaper.
I guess this could be Nea helping them. The military did hold up their end of the bargain, even if Gharr wasn't found it would likely be obvious to Nea that they gave it a good effort and just because his body is missing doesn't mean they know if he's actually alive out there.
But at the very least this would let the ship know that Nea is alive. If the commander gets a message or understanding that contact has essentially been made but the planet's leadership is keeping it broadly quiet, he might be more inclined on a compromise of contact with just that level rather than the general populace.
