Well I can under stand why they’re setting terms, it would make sense to have information be known without any confusion. It’s a little forward, but misinterpretation can cause unexpected problems

I didn't get the feeling they were really dictating terms but if I think about the nuances in what was said:

"Before the situation gets out of hand" - Idle threat that it could get out of hand?

"Not all nations are aware of these developments and we wanted to keep it that way for now, to avoid further incidents" - We want you to talk to us alone and let us control who else is informed?

"Contact us on this channel" - Talk here, not anywhere else but leaves it open for them to set terms on communication.

"Discuss the transfer of your ship's crew to you" - "Discuss" not simply transfer?

Then there's the part thats missing. Transfer of the SHIP and technology back to them.

Could be. Could also be a general warning that we aren't unified and we have differing factions you are likely unaware of, with different interests. The fact the aggressor human nation desires to keep it underwraps generally, suggests they might be making an interior power play, that doesn't have much relevance to the alien admiral.

No threat, just establishing the means of talking in a verified and secure manner. If they start talking to someone else, or some other channel,

Desires to keep the entire matter classified will require planning and time.

Generally, I think we can take the humans in a fairly favorable light. The military seems much more competent than say... Dan.

Seems to me more like they just wanted to set up terms to ease up things and not cause Earth to get bombed.

They didn't even dictate terms. They were actually asking for terms under which negotiations could continue. The only thing they asked was for the fleet not to contact anyone else.

We did not "hear" the entire general's speech, though, getting "distracted" by the quick exchange between Ahshu and Hekaht on the previous page ...

If you have an antagonistic mindset - Yes, they dictated the terms.

If you has an open mindset - No, they used (in their mind) as cautious words as possible.

Azinarsi relationship to death is different from the rest of the civilizations of the Alliance: they do not care about it.
