DB has said that this takes place within 2000 km of Volgograd, Russia (a range that is about 1/3 Russia, 1/6 Kazakhstan and the rest various Balkan and Middle Eastern countries). He deliberately refuses to narrow it down more than that, to avoid getting tangled up in human geopolitics.

Note: I'm curious, are the Raharr ambush hunters (like cats or foxes) or endurance hunters (like wolves or humans)?

Edit: Or maybe 'rushdown' hunters like lions or cheetahs?

They're endurance hunters, like humans. The only ones in the Alliance in fact, which plays a role in the similarities in the psychology of both species, among other things.

On that subject, what is Raharrs' natural relationship with water? I've been thinking ever since I first saw them that their tails are obviously evolved for swimming.

Best to think about their evolutionary ancestry as catlike tree-dwelling monkey-beavers. Their home planet generally has a bit higher ocean to land ratio (74 to 26 IIRC), and the continents feature more rivers, lakes, and mangrove-like environments. Raharrs are mostly terrestrial, but they did had a need to swim often.

I just mean the water thing. Tigers are land animals, but do a lot of swimming across rivers while on patrol, and have the webbed paws to show for it.

Insectoids in a lot of ways are the weird ones among the Alliance members. Besides having a completely unpronounceable name of the species, they have dextero amino acid biochemistry, which makes their food and biosphere to be inedible by the rest of the Alliance, and vice versa.
